Roberts is a professor of public policy at the University of Massachusetts Amherst and was the inaugural director of the School of Public Policy there from 2017 to 2022.  In 2022-23, Professor Roberts was the Jocelyne Bourgon Visiting Scholar at the Canada School of Public Service and a visiting professor at the School of Public Policy and Administration at Carleton University.  Professor Roberts previously held appointments at Queen’s University in Canada from 1990 to 2001, at the Maxwell School at Syracuse University from 2001 to 2008, at Suffolk University from 2008 to 2014, and as a professor of public affairs, political science, and law at the Truman School at the University of Missouri from 2015 to 2017
